The witty suggestion plays on the “rivalry” between Linux and Microsoft by aping the logo of the 19-year old ‘Windows 3.1’ operating system: –

The likelihood of the logo being changed temporarily isn’t out of the realm of possibility: the release of Linux 2.6.29 in 2009 saw Tux replaced by a Tasmanian devil called ‘Tuz’ to “support the effort to save the [animal] from extinction due to the devil facial tumour disease.”. (Wiki)
